In the author’s memory, the Japanese government’s disaster-prevention agenda was “an epicentral Tokyo earthquake,” “an eruption of Mount Fuji,” and for the third item, it was supposed to be “the Tokai earthquake.” However, for some reason, before we knew it, we stopped hearing about the Tokai earthquake, it became much less said, and “the Nankai Trough earthquake” was added as one of the three major disaster-prevention agenda items.
